is it illegal to install an after market exhaust not too loud just nice to the ear and have kept your cat?

ya not illegal until it hits a certain decible even so how are they gonna tell? they cant use their ears as court evidence and from what i heard around here the only ,machine that can is in the hospital and they wont take it out for a simple charge unless you be a really really really really really really big dick then they might
