Overdrive gear not kicking in!

90 Celica GTS. Since problem I have changed the tranny oil and checked the wiring nothing wrong with the overdrive switch etc. When vehicle stopped and excelerated to 4 x 1000 rpm then the overdrive kicks-in. Below 4 x 1000 rpm the overdrive fails to kicks-in. Mechanic requested to replace tranny. Your imput is appreciated.

What happen when you turn off ECT?
BTW its 4000RPM.
Drop the tranny oil pan, disconnect and remove solenods and clean them with degreaser. Clean the pan and filter. Does the O/D flashes?

Never turn on ECT! I'll try turning on the ECT and see that helps. Thanks
