coilovers

Ok, this may be a dumb question but I am getting ready to get some wheels for my celica. First off, I don't want to spend alot of money, but I want a good, lightweight wheel which will actually IMPROVE handling, ect.
I just want a wheel which is 1 in. bigger than my stock 16's in diameter and maybe an in. wider as well. also, I want to get some coilovers not to slam the hell out of it, just to bring it down a bit. Is a coilover a coilover or do I need to invest some serious money in some good ones? Or, can I just go with some lowering springs? I hate to be a cheap ass but I'm married. Nuf said.

thanx for the help guys
