Is it illegal to have an aftermarket muffler in Scarborough?

My friend got a $110 ticket for having an aftermarket muffler for his civic a few days ago at 1am in sheppard. His muffler isn't even that big or loud.My muffler on my celica is a bit louder yet i didn't get ticket on a random stop a couple months ago.He said he's going to fight the charge.I remember when i bought my muffler, i asked Part Source if it was legal and they told me yes.

go to court, there will be no evidence unless he measured the noise coming out of it

Yea, i told him to ask if the decibel level was measured.I told him its probably because they're cracking up on street racing in toronto again and anything import will get a ticket just for the sake of it being an import.I told him civics are usually the target.
