hood not closing properly / headlights

I have a 2000 Celica-GT and the hood seems to stay down well when im still or going slow, but when I hit about 60mph the hood kinda comes up maybe a centimeter :( , like it would if I had popped it but not undone the latch. Also, the plastic thing that holds my left headlight into the car has broken so it kind of wiggles when im driving. How much do you think it would cost for me to get a whole new headlight or do you think i should just glue it. What kind of epoxy is good.

I believe a headlight is around $300US brand new. might be worth finding a used one. I have an extra drivers side headlight but it's been painted so it wouldnt match a stock one
