If you were buying the parts off ebay you'd be right $500 for a turbo would be a decent price.
Clearly you don't know the right people!
I have everything in my garage to do a 5sfte minus the turbo MAP and AFM. I know an engine importer where I can get used Turbo's for like $200 or find them online or between friends.
No these parts will not be new but even at the prices you've described you'd be hard pressed to get them all new.
