1500 idle !?!?!?!

alright, I finished the swap, and basically the final bug I'm at now is the idle. and apparently it's the valve inside my throttle body, it's not closing all the way, the part is nearly 300 dollars (us)
and quite frankly I don't want to pay that.

I've got tape in there right now to help seal it, and as soon as I did that and started it up, bam idle went back to 500 (give or take)

anyone know a fix to this aside from the ol' duct tape method

and I'm 100% positive that it is in the throttle body.
any help anyone can offer would be greatly appreciated.
