after AFM , Before TB then connect to check valve then out in to AIR INTAKE MANIFOLD (after TB)

I think that's the one-way valve pulling additional air directly from the air intake route to the intake manifold, by-passing the TB. It connects the hose from the bottom of the AFM tube w/ the hose from the lower left end of the intake tank (as you're looking at the engine from in front of the car). The semi-circle brace on the valve mounts to the #3 intake manifold stay.

what way is the flow direction and and i suck or blow? to see if its clogged? if it is will it cause high idle?

If it's the part I think it is, the flow should be from the port under the AFM-to-TB tube towards the end that plugs into the far end of the manifold tank.

I'm trying to get my EPC running again to confirm we're talking about the same part(s). New computer, moving program over, pain in the ass....

Have you tried Your Ultimate 4th Generation Toyota Celica Resource ? It's a 4th gen dedicated site w/ lots of knowledgeable guys.

Don't know the name, but I'm gonna try to fire up my old computer tomorrow to get my EPC running again. Then I can be much more useful to you w/ correct part name and number for when you call the dealership.
