It depends there are 2 meanings for "rolling fenders" the first is for the lambo doors which "rolls" rather folds the door edge flat so the hindge can fit and move involves cutting.
The other rolling of fenders uses a mechanical roller which brings out the entire arch kinda like a widebody without aftermarket wheel arches. *
