i think the guy might of been reffering to water injection, injecting water into the intake to help cool the charge and help prevent detonation in turbo cars.
hydro locking is when your engine sucks up a large amount of water that fills the cylinders, once the cylinders as full then theres no combustion so your engine wont run.
iv never personaly ran a cold air on any of my cars, but as long as your car has a front bumper and fender liners the fillter wont get that wet.
i ran my swift over the summer with a cone filter bolted strait to the tb and a hood scoop right on top of it. i drove it like that for 6 hours from burlingon to montreal in pouring rain with no problems.
