i have an MR2 with the same issue. i think it's because of the pop-up lights we have. my theory is that all the accessory lights are extra insurance in addition to the fogs. i removed my fogs, but even in the lowest "click" position on the lighting selector, my bumper lights and rear accessory bulbs still turn on. i don't like it either.

i'm sure there is a way to rewire it. just need to pull out the wiring diagram from the repair manual and do all the grunt work. i just haven't felt like it.
