How can you tell if your CAT is gone?

Quick question, how do you know when its time to change your Cat. Converter? I have a 90 gt getting approx 360km on a full tank of gas (mostly City), car feels heavy when taking off and when I shift into second gear at 3500 to 4000 rpm its like the cars hesitates for a fraction of a sec then kicks in. High RPM (in 2nd and 3rd) feel like the engine is revving but the cars not really going anywhere fast.. Im asking coz my brother in law had similar issues with his van and he had the CAT replaced today and he tells me it feel like its a diffrent vheicle. Is there a way I can check to see if i need to have my cat replaced? I think its the original one that the car came with...
