All of my knowledge is just what I've gleaned from this forum and especially newcelica.org
The problem is the piston rings (or so I'm told), which means you could replace the rings, but for a bit more money, you could invest in an '03+ short block (new or used) and pretty much guarantee it's fixed. Supposedly Toyota was fully aware of the issue and fixed it in the 2003+. since it is not a safety issue, they don't have to recall or even service bulletin it. I think there needs to be a class-action suit.
